About the license

The Anjouan Gaming Authority serves as the regulatory body for internet gaming in the Autonomous Island of Anjouan, Union of the Comoros. The licensing regime has been in place since 2005. Supervisory oversight is exercised by the Anjouan Gaming Board alongside the Anjouan Offshore Financial Authority, with administration handled by Anjouan Licensing Services Inc. The authority maintains an official public register of licensed entities and publishes formal regulatory notices.

Licences are issued across two categories: B2C operator licences for consumer-facing services and B2B service provider licences for platform, software, and technical infrastructure suppliers. Permitted verticals encompass online casino operations, sports betting, poker, bingo, prediction markets, blockchain-based gaming platforms, and cryptocurrency-enabled activities. A dedicated recognition letter framework allows B2B suppliers licensed in selected foreign jurisdictions to be recognised within the system.

The licence issuance fee is set at €17,828 for both B2C and B2B licences. Annual renewal requires an identical fee of €17,828. B2C operators can register additional operational domains or URLs for an administrative fee of €500 per domain per licensing cycle. All fees are payable in Euros and are non-refundable. The application workflow consists of four structured stages covering submission, documentation review, due diligence assessment, and licence issuance.

Due diligence requirements involve a full corporate structure review, disclosure of nominees, trusts, or foundations in shareholding structures (including arrangements that have the effect of remaining below the 10% ownership notification threshold), background assessments of key management personnel, and verification of source of funds. Operating requirements include the segregation of player balances from operational accounts, the use of certified random number generators, and the appointment of an approved alternative dispute resolution provider. Licensed operators must display an interactive digital seal on active platforms linking directly to the public registry verification system.
