License review
Danish Gambling Authority
The Danish Gambling Authority (Spillemyndigheden) issues online casino licences for Denmark valid for up to 5 years, covering roulette, blackjack, baccarat, poker, online bingo, gaming machines and combination games, with one combined licence for online casino and betting. In 2026 the application fee is DKK 343,300, or DKK 480,600 for the combined licence, and renewal costs DKK 137,300 (DKK 171,700 for the combined licence); processing takes about 3 months. The annual fee follows gross gaming revenue, from DKK 73,200 to DKK 6,447,500 in 2026. Operators give the regulator access to the SAFE data warehouse, check players against the ROFUS self-exclusion register and keep their systems certified.

About the license
The Danish Gambling Authority (Spillemyndigheden, DGA) in Odense licenses gambling in Denmark and continuously supervises its gambling market. Its public list of licence holders shows addresses, domains, licence types and whether a holder is also licensed in Greenland; online casino licence holders include companies with addresses in Malta.
The online casino licence covers roulette, blackjack, baccarat, punto banco, poker, online bingo, gaming machines and combination games of skill and chance, such as backgammon, whist and guessing competitions. The skill must be real, as in versions of Slingo where the player must place wilds on the board. Online casino and betting can share one combined licence. A revenue-restricted licence for online casino (such as bingo via walkie-talkie and local radio) or betting runs for at most a year and may be granted when taxable gambling revenue (stakes minus winnings) is up to DKK 1,000,000, or turnover up to DKK 5,000,000 with payouts of up to 20%. Games are not pre-approved: the game portal checks them only technically (SCP.07), and the holder assesses the scope of its licence.
The licence runs for up to 5 years and is renewed by application on form 2-01; processing takes about 3 months once all documents are in. In 2026 the application fee is DKK 343,300 for online casino or betting (combined DKK 480,600, renewal DKK 137,300, combined renewal DKK 171,700), DKK 68,700 for a revenue-restricted licence (DKK 34,400 refunded on rejection), and a game supplier pays DKK 67,600 plus DKK 45,100 a year. Fees are paid with the application, as a rule not refunded if no licence is granted, and adjusted annually. In 2026 the annual fee rises in bands of calendar-year gross gaming revenue (GGR): DKK 73,200 for GGR below DKK 5,000,000, then 183,000, 329,300, 658,500, 1,170,700, 2,195,000 and 3,658,300, and DKK 6,447,500 from DKK 500,000,000. The first annual fee follows the application budget and is due within a month of the licence taking effect; later fees are prepaid on a turn-of-year invoice and adjusted to actual income. Online casino carries a gambling duty, registered on form 29.063 of the Danish Tax Agency.
A licence goes to a company established in Denmark or another EU or EEA country; one from elsewhere needs a representative residing or established in Denmark and approved by the regulator, and an individual applicant must be at least 21. Applications on form 2-01 carry personal declarations (Annex A) from executive and board members, the representative and beneficial owners; the regulator checks criminal records and debts, and debts to public authorities must be nil. The financial part (business plan, audited statements for five years, budget) is assessed with an external firm of accountants; the applicant names an anti-money laundering officer, describes how it identifies problem gambling and keeps player funds in a separate account shielded from claims against the licence holder. Gambling data go to the SAFE data warehouse secured with Tamper Token, which the regulator can access, and players are checked against the ROFUS self-exclusion register. The base platform, information security, penetration testing and change management are certified every 12 months, vulnerability scanning every 3 months, the RNG and games on every change. No later than 14 months after gambling starts, a company approved by the regulator prepares a report on the gambling supply (form 2-05); board and ownership changes are notified on form 2-07, and a licence is transferred only by exception, within a group of one owner.
