India

A 2025 law bans all online money games in India together with their advertising and payments, and since 1 May 2026 its rules and the Online Gaming Authority have been in force. Search demand has not gone away: “cricket betting app” is searched 22,200 times a month, and interest in “online casino” grew over the past year.

About this GEO

Online money games are banned

Parliament passed the Promotion and Regulation of Online Gaming Act (Act No. 32 of 2025) on 21 August 2025. According to the government’s reply in the Lok Sabha on 18 March 2026, it prohibits all online money games — games of chance, of skill or a mix of both — their advertising, promotion and facilitation, and the processing of related payments through banks and payment systems. The Act also applies to services operated from outside India. E-sports and social games without money stakes remain allowed: the 2026 Rules, in force since 1 May 2026, set up a status determination and registration for them.

Internet and mobile access

According to TRAI, at the end of August 2026 India had 1,312.25 million wireless subscribers and 1,101.21 million broadband connections, of which 1,033.24 million were mobile access over 3G, 4G and 5G: broadband here is almost entirely mobile. The urban–rural gap is wide — tele-density is 155% in cities and 61.12% in rural areas, so the rural audience is far less connected than the urban one.

Payments: UPI

The main way to pay in the country is UPI, the instant payment system NPCI launched on 25 August 2016. In financial year 2025-26 it carried over 24,162 crore transactions (1 crore = 10 million) worth about ₹314 lakh crore, and UPI made up 84% of the country’s digital payments; in September 2026 NPCI counted 24,068.38 million transactions in the month. UPI was also the cashier of offshore platforms: according to the ED, 1xBet collected money through dynamically generated UPI IDs linked to mule bank accounts, and the DGGI froze 392 bank accounts linked to UPI IDs found on offshore operators’ websites.

The size of the market before the ban

According to PIB’s note on the law, Electronics and IT Minister Ashwini Vaishnaw cited an estimate that 45 crore people were negatively affected by online money games and lost more than ₹20,000 crore. In March 2025 the DGGI had around 700 offshore entities offering online money gaming, betting and gambling under its scanner, and online money games were taxed under GST at 28%.

What this means for an operator

As of October 2026 there is no legal route for a real-money casino in India: the game itself, its advertising and the collection of payments are all prohibited, and access to such platforms is blocked. Under the 2026 Rules the Online Gaming Authority determines whether a game is a money game (stakes, the expectation of monetary winnings, the revenue model, how in-game rewards are redeemed outside the game) and registers e-sports and social games, with a certificate valid for up to 10 years. Work with the Indian audience is possible only within these limits.234567891011

Population

According to official demographic projections, India has an estimated population of 1425.90 million people for 2026, projected to reach 1522 million by 2036. The median age was 24.92 years in 2011 (projected at 30.27 years for 2026), and 60.7% of the population was in the working age group of 15–59 years in 2011. According to the 2011 census, the population was concentrated across the largest states: Uttar Pradesh (199,581,477 residents), Maharashtra (112,372,972), Bihar (103,804,637), and West Bengal (91,347,736). For an operator, this represents a massive market with a young audience concentrated across several densely populated megastates.121314

Currency

The Indian rupee (INR) is India's currency; its banknotes are issued by the Reserve Bank of India. In circulation are the Mahatma Gandhi (New) series notes of ₹10, ₹20, ₹50, ₹100, ₹200, ₹500 and ₹2000, issued from 2016 to 2019, and notes of the earlier Mahatma Gandhi series from ₹5 to ₹100.15

What matters in India

  • India groups large numbers its own way: after the last three digits, in twos. The census writes them so (52,83,47,193 Hindi speakers), and so does the numbering plan (5,00,000 numbers); amounts in forms and statements should follow the same grouping.1618
  • The official purposes of the Union use the international form of numerals; the ₹2000 note also repeats its denomination in Devanagari, but interfaces write amounts in international digits: ₹500.1517

Mobile numbers

An Indian national number has 10 digits for mobile and landline phones alike. A mobile number is an access code (2 digits), a switching-centre code (3 digits) and a subscriber number (5 digits); from abroad it is dialled after +91 without a zero.1819

  • Mobile, within the country98100 12345
  • Landline in Delhi, international format+91-11-20907757

Validating a number

Strip spaces, hyphens and brackets and add a «+»: that is the international format (+91…). A mobile number must match this expression in full:

^\+91[1-9]\d{9}$

What to keep in mind

  • Mobile and landline numbers have the same length — 10 digits after +91 (TRAI's landline in Delhi: +91-11-20907757), so a form cannot tell them apart by the digits: confirm the number with an SMS code.1819
  • A leading zero is the domestic trunk prefix, not part of the number: the international format drops it.18
  • Show the mask as two groups of five digits (+91 ##### #####): the access and switching-centre codes, then the subscriber number.18

Languages and dialects

India is multilingual: the 2011 census counted 121 languages, and none is the mother tongue of a majority. Hindi is the mother tongue of 43.63% of residents (528 million people), Bengali of 8.03%, Marathi 6.86%, Telugu 6.70%, Tamil 5.70%. The official language of the Union is Hindi in the Devanagari script, and Parliament does its business in Hindi or English.1617

Mobile internet coverage

Mobile internet in India means 4G in almost every village and a fast-growing 5G: on 28 February 2026, 4G worked in 632,392 of 644,131 villages, and at the end of 2025 the 5G network covered 86.18% of residents. People go online almost only over the mobile network: in January–March 2025, 98.1% of rural and 88.6% of urban internet users aged 15+ went online mainly from a phone over mobile data. They pay in advance: at the end of March 2026, 90.14% of subscribers were prepaid.21222324

Bottom line

Yes, make it lighter: 4G reaches almost every village, but 5G covers only 52.72% of residents in the North-East and 90.14% of subscribers are prepaid — the site and the games must run fast on ordinary 4G, not only on big-city 5G.

Cities and villages

Cities are connected far more densely than villages. In June 2026 there were 129.03 internet subscriptions per 100 urban residents but only 49.07 per 100 rural residents. Between states the gap is sharper still: in August 2026 tele-density reached 371.29% in the Delhi service area and was the lowest in the country in Bihar, at 64.34%; TRAI's Bihar area also includes Jharkhand.925

Hills, islands, borders

The white spots are at the country's edges and in its backcountry. On 28 February 2026, 127 of 559 villages on the Andaman and Nicobar Islands had no mobile service, 1,176 villages in Arunachal Pradesh were still unconnected and 1,177 in Odisha. In Ladakh 4G worked in 229 of 243 villages. Border areas are filled in by separate projects: by March 2026, 684 of 705 border villages in Uttarakhand had been connected.2126

The 5G network

5G has been launched in 99.9% of the country's districts, but how many residents it reaches varies widely: at the end of 2025 it covered 100% of the population of Delhi, Mumbai and Kolkata, 70% of Himachal Pradesh, 68.71% of Madhya Pradesh and only 52.72% of the North-East. On 28 February 2026 there were 523,866 5G base stations, and 5G services had reached 367,156 villages. In January–March 2026, 5G carried 42.75% of the country's mobile traffic.21222427

Price per gigabyte

A gigabyte keeps getting cheaper and use keeps growing: in April–June 2026 operators earned ₹7.13 per gigabyte on average, against ₹7.51 a quarter earlier, and a mobile data subscriber used 28.39 GB a month, against 26.70 GB. There were 1,045.55 million such subscribers in June 2026. The average monthly bill is ₹200.72 on prepaid and ₹114.26 on postpaid.25

Users' devices

In the NSO survey of January–March 2025, 85.5% of Indian households had at least one smartphone, and 97.1% of young people aged 15–29 had used a mobile phone in the last three months. Of mobile page views from October 2025 to September 2026, 94.3% are on Android and only 5.6% on the iPhone. The phone market is fragmented: Vivo (18.2%), Xiaomi (16.1%), Realme (12.5%), Samsung (11.7%) and Oppo (11.7%). The browser is almost always Chrome (90.3%), and the most common screen, 360 × 800 pixels, has 19% of views.2829

Traffic overview

Brand demand

In the 2026-10-12 measurement, 11 of the 16 identified brands received a search traffic estimate, and the top five take 98% of it: Stake, 1xBet, Parimatch, Melbet and Dafabet. In the results for the base queries 1xBet is seen most often — on 6 queries — followed by Melbet on 5. The traffic estimate is calculated from search positions and query volumes: it is neither visits nor the number of players.

What players search for

Of the 74,750 monthly searches in the base set, the largest share goes to the generic “online casino” — 40,500, and the second largest to “cricket betting app” — 22,200: betting on cricket stands out above any casino topic. Next come “online casino india” and “casino online india” (3,600 each), “online betting india” (1,600), “online casino real money india” (1,000) and “aviator game india” (720). Games are barely visible: “live casino india” has 390, “roulette online india” 260, “online slots india” 70. Payment queries hardly exist: “paytm casino” has 70, queries about UPI deposits showed no measurable volume, and “is online casino legal in india” is searched 110 times a month.

Review and affiliate sites

The results for the base queries are led by international review sites with Indian sections: casino.com (9 queries), online-gambling.com and revpanda.com (7 each), casino.org and bestcasinosites.net (5 each). The most links to casinos are on casinoble.in (39 brands), dust2.in (32) and guide2gambling.in (24), as well as on goal.com’s betting section and thebettingprofessionals.com (14 each); the latter and betzoid.com keep separate lists of sites paid through UPI, Paytm, PhonePe and GPay. Through the links of these sites Rajabets, 10CRIC, Spinarium, Zet Casino, Hugo Casino, Casinolab and Playaxe entered the registry.

Influencers and communities

The promotion chains are described in the agencies’ own documents. In March 2025 the DGGI reported that many Bollywood celebrities and cricketers, along with YouTube, WhatsApp and Instagram influencers, were endorsing offshore online money gaming platforms. In March 2026 the ED described a concrete link: Parthtech Developers LLP, which runs the high-traffic cricket platforms CREX and OneCricket, signed advertising agreements with Switzerland’s Bwise Media AG to promote illegal betting platforms including 1xBet; 1xBet’s ads were booked, geo-targeted and served on CREX through Parthtech’s in-house ad server Parth Adex. Platform — a cricket app, brand — 1xBet, integration — geo-targeted advertising.

Interest over the last 12 months

Over the last 12 months relative interest in “online casino” grew: the window’s first-quarter average was 6.8 out of 100 and the last quarter’s 46.7, with the peak in March 2026. Interest in “teen patti” fell: it peaked in October 2025 (8 out of 100), and the average dropped from 2.8 to 1. The index is relative and gives no absolute volumes.11011

Regulation

Online money games in India are governed by the federal Promotion and Regulation of Online Gaming Act, 2025 (Act No. 32 of 2025), passed by Parliament on 21 August 2025. It prohibits offering online money games — games of chance, of skill or a mix — advertising them and processing payments for them through banks and payment systems, applies to services operated from outside India, and lets the authorities block access to such platforms under the Information Technology Act, 2000. Offering money games or facilitating their payments carries up to three years in prison or a fine of up to ₹1 crore, a repeat offence three to five years and ₹1–2 crore; advertising carries up to two years or a fine of up to ₹50 lakh, a repeat offence two to three years and ₹50 lakh to ₹1 crore. The Rules under the Act have been in force since 1 May 2026: the Online Gaming Authority of India, attached to MeitY, keeps the list of online money games, determines a game’s status (within 90 days as far as practicable), registers e-sports and social games and handles user complaints.

The ban rests on the agencies’ actions. By March 2025 the DGGI, together with MeitY, had blocked 357 websites of offshore online money gaming operators, frozen 392 bank accounts linked to UPI IDs from their websites and attached ₹122.05 crore in them. In the case of 1xBet, which operated in India through mirror websites, the ED had attached assets worth ₹37.23 crore by March 2026.

What works in promotion

A real-money casino has no legal promotion channel in India: the law prohibits advertising, promotion and the collection of payments alike. Demand is still visible in search — betting on cricket above all — and according to the agencies’ documents offshore brands relied on Bollywood celebrities, cricketers, YouTube, WhatsApp and Instagram influencers and advertising in cricket apps; these very chains became the subject of DGGI and ED cases. The legal route is open only to e-sports and social games without money stakes — through the game status determination and registration with the Online Gaming Authority.234561011

Mobile internet

  1. A first screen built for 4G

57.09% of India's mobile traffic in January–March 2026 went over 4G, and in the North-East 5G covered only 52.72% of residents. So what a player sees first — home page, lobby, cashier — should fit into a few hundred kilobytes: game previews in AVIF or WebP, lazy loading for everything below the screen, no autoplay videos in the cards.2224

  2. An optional light mode

90.14% of subscribers are prepaid, and megabytes are part of a package they have bought. Offer a data-saver switch: a lobby without animations, a size warning before a heavy game or live table loads, and assets kept in the browser cache (Service Worker) so that a second visit does not fetch them again.24

  3. A cashier that loses nothing on a drop

Outside the cities the network does not reach everywhere: on the Andaman and Nicobar Islands only 335 of 559 villages had 4G. A deposit or withdrawal must not depend on the connection lasting until the reply: every operation gets an idempotency key so that a retry never charges twice, entered details are kept, and once the network is back the player sees the operation's status at once.21

  4. SMS as the fallback channel

Send one-time codes and important account messages by SMS as well: in Arunachal Pradesh 4,817 villages had mobile service but only 4,367 had 4G, and where mobile internet is missing an SMS still gets through.21

  5. Metrics by state

Test the site on a slow-4G profile and collect real-visitor load metrics broken down by state: in August 2026 tele-density was 371.29% in the Delhi service area and 64.34% in Bihar, and national averages will hide what a player in Bihar sees.9

Devices

  1. Android first

Android has 94.3% of mobile page views and the iPhone 5.6%: design and test sign-up, cashier and lobby on an Android phone first, and treat the iPhone version as the second check.29

  2. A layout from 360 pixels

The most common screen is 360 × 800 (19%), then 393 × 873 (7.9%) and 360 × 804 (4.1%), and the rest of the sizes are fragmented: the layout must stretch from 360 to 432 pixels wide without horizontal scrolling, with the cashier buttons at the bottom, under the thumb.29

  3. Chrome, Opera and Safari in every check

Chrome has 90.3% of mobile page views, Opera 3.6%, Safari 3.3% and UC Browser 1.4%: check every new version of the site, the cashier and forms above all, at least in Chrome, Opera and Safari.29

  4. Test phones by brand share

The minimum test set is Vivo (18.2%), Xiaomi (16.1%), Realme (12.5%), Samsung (11.7%) and Oppo (11.7%). For 7.1% of views the vendor is not identified, so brand shares are a lower bound.29

Write amounts the way the country reads them: ₹1,000, ₹10,000.50. The INR code goes in payment forms, reports and wherever several currencies appear together.15

  2. Number mask and validation

In the sign-up form use the mask +91 ##### #####; store the number in the international format (+919810012345) and validate it with the expression from the “Mobile numbers” block.1819

  3. SMS, codes and notifications in English and Hindi

No language is the mother tongue of a majority: Hindi is for 43.63% of residents and the next, Bengali, for 8.03%. Write codes and service SMS in English or Hindi — the two languages Parliament works in — and repeat campaigns in the state's language where it differs: Tamil is the mother tongue of 63.8 million in Tamil Nadu, Malayalam of 32.4 million in Kerala.1617

Mobile internet

  1. A fast first launch

Split the game into a starter core and parts that load later: before the first spin only the base scene and sound are downloaded, while bonus rounds, rare animations and languages arrive in the background. More than half of India's mobile traffic — 57.09% in January–March 2026 — went over 4G, so a game must start without 5G.24

  2. Assets matched to the network

Match assets to the connection: at the end of 2025 5G covered 100% of residents in Delhi and Mumbai but only 52.72% in the North-East. Detect the type and quality of the network on the device and serve HD graphics only on a fast link, and a lighter set with the same gameplay on a slow one.22

  3. Back into the round after a drop

Fix the round's outcome on the server, and after reconnecting the client must show exactly that round and that result without loading the game from scratch. In villages a drop is ordinary: on 28 February 2026, 8,748 villages had no mobile service, and in Nagaland 4G worked in only 1,411 of 1,535 villages.21

  4. Live games on a weak connection

In April–June 2026 a mobile data subscriber used 28.39 GB a month on average, and an evening at a live table must not eat a noticeable share of the package: adaptive bitrate with a modest start, an instant drop in quality when the network sags without losing the bet, and a visible connection indicator.25

  5. Small updates

Update the game in parts: every file has its own version, and the client fetches only what changed. With 90.14% of subscribers prepaid, re-downloading the whole build after a small fix spends data the player has already paid for.24

Devices

  1. Performance on Android

Android has 94.3% of mobile page views and the most common vendors are Vivo, Xiaomi, Realme, Samsung and Oppo: cap texture sizes and simultaneous effects, hold a steady frame rate and check heat and battery drain in long sessions on their models.29

  2. Not only the newest Android

Android 15 (29.2%), 13 (14.2%), 16 (13.6%) and 14 (13.4%) are the most common, but Android 12 and 11 still bring 10.2% and 9.8% of views: the test set must include a device on Android 11–12.29

  3. A game for a narrow screen

The most common screens are 360 × 800, 393 × 873 and 360 × 804 pixels: the game must be fully playable in portrait — bet and spin buttons at the bottom, no small text over the playing field.29

  4. A separate check on the iPhone

iOS has 5.6% of mobile page views. Every browser on the iPhone runs on Safari's engine (WebKit), as the App Store guidelines require, so test the game separately on an iPhone even when it is flawless in Chrome on Android.2930
