License review
Oficiul Național pentru Jocuri de Noroc (ONJN), founded in 2013, issues Romania's online gambling licences: Class I for operators of online casino, betting and bingo, and Class II for suppliers of platforms, game software and payment services, as well as affiliates. A licence runs for 10 years, and an application is decided within 30 days of a complete file. Under the 2015 fee schedule a Class I licence costs €6,000 to €120,000 a year depending on turnover, and the operating permit fee is 16% of gambling revenue with a €100,000 minimum. Player funds are held in a Romanian bank, and game data goes to servers in Romania that ONJN can access.

Oficiul Național pentru Jocuri de Noroc (ONJN) is Romania's national gambling office, founded in 2013: it grants the right to organise gambling and controls the sector and related activities. The ONJN Supervisory Committee (Comitetul de Supraveghere), meeting on a schedule, twice a month in 2026, grants the gambling organisation licence (licență de organizare) and the operating permit (autorizație de exploatare). The ONJN portal (XPortal) has sections for licence and permit requests and licensee data.
Online licences (jocuri de noroc la distanță) come in three classes. Class I goes to operators that contract directly with the player; its register lists online casino, fixed-odds betting, counterparty betting (pariuri în contrapartidă) and bingo. Class II covers suppliers to land-based and online gambling: platforms, equipment makers, software developers, payment processors, affiliates, certifiers, auditors and conformity assessment bodies; the Class II register holds 416 entries. Class III is for the remote lottery, a state monopoly. Online payments run through a payment processor licensed by ONJN, which also approves the game software and each new version in advance after tests by a licensed laboratory.
The organisation licence is valid for 10 years from grant; permit fees are annual, an operator files for a new permit to keep operating, and an application is decided within 30 days of a complete file. Under the 2015 fee schedule an online licence costs €2,500 to review the file on application and €8,500 a year per licence for issuing. The annual Class I licence fee follows turnover: €6,000 up to €500,000, €24,000 up to €1 million, €60,000 up to €5 million, €96,000 up to €10 million and €120,000 above €10 million. The operating permit fee for Classes I and III is 16% of the operator's gambling revenue, with a minimum of €100,000 a year. Class II costs €6,000 a year per category, and Class III €115,000. Class I and III licensees pay €5,000 a year into the gambling addiction prevention fund, Class II licensees €1,000. Licence and permit fees go to the tax authority (with a copy of the payment documents to ONJN within 5 days) and administrative fees to an ONJN account; 1% of each fee goes to the Olympic and Sports Committee and 0.2% to the National Paralympic Committee. Euro amounts are converted into lei at the rate of the first working day of the previous October (5.0821 lei in October 2025).
Gambling organisation must be the company's main activity; representatives and shareholders need a police clearance, and representatives and beneficial owners are checked for convictions and for links to companies that went bankrupt in the last 3 years. An online operator needs share capital of 1 million lei or more and a player-funds account at a Romanian bank. The operator's central system registers players and sends sessions, stakes and winnings in real time to mirror and backup servers in Romania, provided to ONJN free of charge; the central system and communication equipment may sit in Romania, another EU or EEA country or Switzerland, and session data with IP geolocation is kept for at least 5 years. A company from another EU or EEA country or Switzerland appoints a representative resident in Romania. The operator verifies players' identity (minimum age 18), runs self-exclusion at platform level and prints the licence series and number on its advertising. Player winnings are taxed on the 2015 scale at 1% to 25%, for online play on the player's return; by the end of February the operator reports winnings to the player and the tax authority.
