Market overview

Romania

Online casinos in Romania operate under an ONJN licence: all 85 casino brands in our registry are on its official list. In the first half of 2025 Romanians spent about 5.5 billion lei on online gambling, 11% less than a year earlier. Since 1 August 2025 the online authorisation fee has been 30% of gaming revenue, and since 6 October 2025 gambling ads may not feature celebrities or influencers.

About this GEO

A market under ONJN licences

Gambling in Romania is regulated by the National Gambling Office (ONJN) under Government Emergency Ordinance No. 77/2009. Online games are run by organisers with a class I licence and a valid annual authorisation, while suppliers — gaming software developers, platforms, payment services and affiliate sites — work under a class II licence. The official list of class I licensees holds 99 organiser websites and names the permitted game types of each operator; our registry has 85 brands whose operators hold casino on that list. In September 2025 online gambling was run by 33 licensed operators, 13 of them on several domains under one licence; in April 2026, according to Financial Intelligence, there were 32 licences for online operators.

How much players spend

According to the National Institute of Statistics, as reported by HotNews, Romanians spent about 5.5 billion lei on online gambling from January to June 2025 — more than one billion euro and 11% less than in the same period of 2024 (6.2 billion lei). That is more than was spent on tourist accommodation in hotels across the country (5 billion lei). Romania accounted for 3.1% of global card spending on online gambling while making up 0.33% of the world economy. The whole betting and gambling market earned a record of more than 15.5 billion lei in 2024, almost four times as much as in 2008; according to official ONJN data, almost 500 companies hold licences for gambling and betting.

Fees and taxes since 2025

Law No. 141/2025 on fiscal and budgetary measures, published on 25 July 2025, raised the fee for an online gambling authorisation from 1 August: for remote games of classes 1 and 3 it is 30% of the organiser's gaming revenue, but not less than 480,000 euro. Winnings tax is withheld at every payout: 4% on amounts up to 10,000 lei, 400 lei plus 20% of the part between 10,000 and 66,750 lei, and 11,750 lei plus 40% of anything above 66,750 lei. For slot machines and video lottery terminals in gaming halls the same law set a vice tax of 1,000 euro a year per authorised position.

Player protection

Self-exclusion requests are processed by ONJN. According to the office's report on the year from April 2025, 30,000 requests lay unprocessed at the start of that period, and about 54,000 people are now self-excluded. From January 2024 to June 2025 ONJN carried out 1,842 inspections of online operators under the single player account and self-exclusion rules and fined 55 operators more than 860,000 lei in total. For the first time the office put state money into responsible gambling — 5 million euro of non-reimbursable funding for the «Aware and Free» programme for prevention, addiction treatment centres and research. ONJN has drafted an emergency ordinance on a single self-exclusion system for gaming halls and online operators with fines of up to 100,000 lei; it awaits a government decision.

Football and sponsorship

Betting and casinos in Romania are closely tied to football. In June 2022 the Professional Football League and the broadcast rights holder eAD announced a two-year partnership with Superbet; the league's press release calls Superbet the number one operator in the country's betting and gaming industry. In June 2025, according to Euronews România, the top league was sponsored by a gambling operator, and betting companies were the main sponsors of most clubs and of the national team.234711121314151618

Population

Romania had 19,041,322 residents on 1 January 2026 — a provisional estimate of the National Institute of Statistics; the 2021 census counted 19,053,815. Slightly more than half live in towns: the census found 52.2% of residents in urban areas, and the largest city is Bucharest with 1,716,961 residents. The population is ageing: the median age at the census was 40.5, and by 2026 people aged 65 and over made up 20.5% of residents against 15.1% of children aged 0–14. The number barely moves: the natural decrease of 2025 (−104.1 thousand) was almost entirely offset by net migration (+102.2 thousand). For an operator this is an adult, mostly urban audience, with Bucharest as the largest single market inside the country.202122

Currency

Romania's currency is the leu (plural lei), issued by the National Bank of Romania. Banknotes come in eight denominations: 1 leu and 5, 10, 20, 50, 100, 200 and 500 lei. In June 2026 the bank began issuing notes dated «1 February 2026» with the new chief cashier's signature: they are put into circulation gradually, as cash circulation needs them, and circulate alongside the existing ones.23

Mobile numbers

The country code is +40, assigned by the International Telecommunication Union. The national significant number has 9 digits; inside the country it is dialled with a 0 in front, 10 digits in all. Mobile numbers start with 07 or with 065–069, and 070 numbers go to mobile virtual network operators. In international form a number is written with the code 40 and without the zero, and calls from Romania abroad start with the prefix 00.2425

  • A mobile virtual network operator's number (070)0701 234 567

Validating a number

Strip spaces, hyphens and brackets and add a «+»: that is the international format (+40…). A mobile number must match this expression in full:

^\+40(7\d{8}|6[5-9]\d{7})$

What to keep in mind

  • Store a number in international form — the code 40 and the 9-digit national significant number without the zero; inside the country the same number is written with a leading 0.25
  • 070 numbers belong to mobile virtual network operators — they are mobile numbers like any other, and a form field must not reject them.24
  • Numbers 060–064 are issued for automatic machine-to-machine communication: voice and SMS to them are barred or limited, so such a number cannot receive a verification code.24

Social networks and messengers

In Romania, Facebook and WhatsApp are each used in a week by 75% of the online population surveyed, YouTube by 67%, TikTok by 48%, Instagram by 41% and Messenger by 45%. For an operator this means keeping codes, reminders and support in WhatsApp, which three quarters of the audience use, and reaching players most easily through Facebook and YouTube; TikTok and Instagram add almost half and two fifths of the audience.28

Mobile internet coverage

Mobile internet in Romania runs on 4G: by ANCOM's data for 2025, 19.5 million of 22.3 million active connections used 4G or 5G, and 4G carried 91% of mobile traffic. 5G is growing fast — connections rose by 45% in the year to more than 5 million, and 5G SIMs are 23% of active SIMs — yet only 8% of traffic went over 5G: where there is no 5G, such a SIM works on 4G. The European Commission's Digital Decade report also names 5G connectivity as an area where the country lags. On ANCOM's 2024 measurement map 4G is the best network almost everywhere: in 9,243 of 9,681 squares, 5G in only 60, and in 226 squares there is no signal even at the weak level. 95.1% of residents aged 16–74 use the internet, 98.8% of them go online by phone, and a resident uses 14.7 GB of mobile data a month on average — about 0.5 GB a day.2930313233

Brand demand

In the 2026-10-13 measurement all 85 casino brands of Romania's registry are confirmed by the ONJN list, and 76 received a search traffic estimate. The top five take 38% of the estimate: Superbet (about 664k), Casa Pariurilor (about 555k), Betano (about 361k), Getsbet (about 358k) and Napoleon Games (about 259k); next come eFortuna, Winbet, Unibet, TotoGaming and Princess Casino. Getsbet and Victorybet did not appear for any of the base queries — their estimate comes from outside the base set. The brand names themselves are searched often: «888 casino» and «princess casino» 165,000 times a month each, «luck casino», «million casino» and «casino lucky» 74,000 each, «superbet casino» 33,100 and «player casino» 27,100. The estimate is calculated from search positions and query volumes: it is not site traffic and not a count of players.

What players search for

The 19 base queries add up to 427,000 searches a month, and the largest is the bonus query «rotiri gratuite fara depunere» (free spins without a deposit): 110,000, more than the general «cazino online» and «casino online» (74,000 each). «bonus fara depunere» is searched another 40,500 times, «bonus casino» 18,100 and «cazino online romania» as often. Slots are searched with the local word: «pacanele» 22,200 times, «pacanele online» 5,400, while «sloturi online» gets 1,000. New casinos («cazinouri noi») are searched 12,100 times, as is «pariuri sportive»; among games — «jocuri casino» (5,400), «poker online» (3,600), «ruleta online» (1,300), «blackjack online» (1,000) and «cazino live» (480). A licence is rarely part of the query: «cazinouri online licentiate» gets 140 searches a month. Payment queries («cazino revolut», «cazino paysafecard»), fast withdrawals and apps have no volume in the measurement.

Review and affiliate sites

The most brands by links are on gamblezone.ro — 54 on its page about Romanian casinos; casino.com.ro has 19 on its home page and 16 on its slots page, legalbet.ro 11, ro-casinority.com 8 and gamblerid.com 6 on its Paysafecard page. Small local sites — jucatorul.ro, pariurix.com, supercazino.ro, cazino365.ro, pariurisijocuri.ro, uwin.ro — link to 2–4 brands, often from bonus and free-slot pages. International catalogues also rank for the base queries — the Romanian section of gambling.com and gambl.com (4 queries each) — along with the free-games site pogo.com (5 queries). Affiliate marketing in Romania is licensed: ONJN issues class II licences to marketing and affiliation companies as well. In March 2026 ONJN filed a criminal complaint against an affiliate site holding such a licence: according to the office, it showed different visitors different content and sent players from Romania to casinos without a Romanian licence.

Influencers and communities

For years operators were advertised by well-known people — according to Euronews România, athletes, artists, influencers and even journalists, among them Adrian Mutu, Ciprian Marica, Ilie Dumitrescu, Florin Răducioiu, Ilie Năstase, Dorian Popa, Antonia and Cătălin Bordea. Since 6 October 2025 the Audiovisual Code (Article 110(7)) bans gambling ads featuring personalities of public, cultural, scientific or sports life and people whose online fame may encourage gambling. Operators, the football federation and industry bodies submitted amendments against the rule, and the National Audiovisual Council (CNA) rejected all of them unanimously. In February 2026 the Senate approved a ban on using public figures to promote gambling on any platform; the final decision rests with the Chamber of Deputies.

Interest over time

Over 12 months relative interest in «cazino online» showed no clear trend: an average of 11.2 out of 100 in both the first and the last quarter of the window, with a peak of 32 in September 2026. Interest in «pacanele» is about three times higher and just as flat — 36.3 in the first quarter and 35.9 in the last, with a peak of 100 in the same September. Spending on online gambling had been falling before that: in the first half of 2025, according to the National Institute of Statistics, it was 11% lower than a year earlier.124679101418

Regulation

The regime is licence-based. Online gambling in Romania may only be run by organisers with an ONJN class I licence and a valid authorisation; suppliers of games, platforms and payment services, as well as affiliate sites, work under a class II licence. Law No. 141/2025 bars class II licensees from serving sites on the ONJN «blacklist» and any gambling site reachable from Romanian IP addresses without a class I licence and an ONJN authorisation; developers, platforms and payment services must determine themselves where a player really is, and class II licensees report to ONJN every month on attempts by players from Romania to reach illegal sites. ONJN gained the power to issue binding orders with immediate effect and to demand the removal of ads for unlicensed platforms from search engines and social networks; blacklist decisions are passed to telecom operators and advertising services. In bars, internet cafés and hotels people may play online only on their own device and in their own account, and devices for internet access offered to customers must block gambling sites. A player who gambles on a site without an ONJN authorisation risks a fine of 5,000 to 10,000 lei.

In the year from April 2025 ONJN carried out about 11,000 inspections — about 3,500 of them at online operators, with fines of roughly 1.2 million lei — imposed fines of roughly 10 million lei in total, filed 70 criminal complaints and revoked 60 licences. The office issued more than 60 orders to remove illegal content and put more than 300 illegal sites on the blacklist; from 2015 to 2024 more than 1,500 such sites were blocked. Investigations into manipulated gross gaming revenue and declared taxes have begun: according to the ONJN report, the office previously had no access to operators' mirror servers and accepted their own audits as sufficient.

What works in promotion

Advertising by licensed operators is allowed, but the limits are narrowing. On air it may run at night and during sports broadcasts, and since 6 October 2025 without celebrities, athletes or people famous online. Gambling ad banners have been limited to 35 m² since 2023, and since 2024 the rule also covers operators' websites and brands. ONJN also judges the content of ads: in August 2026 the office for the first time in its history fined an online operator over the content of its ads — a billboard and online campaign in which a character dressed as a doctor suggested playing «between appointments» — according to ONJN, ads are judged by their content and their effect on people, not only by the mandatory notices. In February 2026 the Senate approved a ban on online gambling ads from 6:00 to 24:00 and a rise of the gambling age from 18 to 21; the deciding vote belongs to the Chamber of Deputies.

The affiliate channel works under supervision: class II licensees may not send players to sites without a Romanian licence, and ONJN takes such cases to the Directorate for Investigating Organised Crime and Terrorism (DIICOT). In organic search the general queries are of medium difficulty («cazino online» and «casino online» 57 out of 100, «cazino online romania» 52, «cele mai bune cazinouri online» 66), while the bonus queries are easier despite their volume: «rotiri gratuite fara depunere» and «bonus fara depunere» 20 each, «bonus casino» 37, «cazinouri noi» 33, «pacanele» 31; the difficulty of the base set, weighted by volume, is 4 out of 10. Sports betting is more competitive: «pariuri sportive» is at 68.13578910111213141719

4G carries 91% of mobile traffic, and 5G SIMs without 5G coverage work on 4G: keep the lobby's first screen light — compressed WebP or AVIF covers, video previews only on the player's action, tiles below the first screen loaded on scroll.3031

  2. Phone first

98.8% of internet users go online by phone: design sign-up, the cashier and support for the mobile screen first and for the computer second.32

  3. Careful with data

A resident uses 14.7 GB of mobile data a month on average — about 0.5 GB a day: load nothing extra in the background, cache static files and offer a data-saving mode.31

  4. Numbers on contracts

Active prepaid cards fell from 26% to 22%, and the other numbers are on contracts: sign-in and verification by phone number suit most players.30

  5. Drop-outs outside towns

On ANCOM's map 226 squares have no signal even at the weak level, 123 have 3G as the best network and 29 have 2G: keep the bet and the session through a drop-out and continue from the same point when the connection returns.29

Devices

  1. Android and Chrome first

Android holds 73.47% of mobile page views and Chrome 70.83%: design and test sign-up, cashier and lobby first of all on an Android smartphone in Chrome, without forgetting Samsung Internet (5.78%).34

  2. iPhone — one view in four

iOS accounts for 26.35% of views and Safari for 20.46%: payments, document upload and notifications must work just as well in mobile Safari.34

  3. Test devices by brand shares

Samsung (40.28%), Apple (26.34%), Xiaomi (11.8%) and Motorola (5.19%) make up most mobile page views: a test fleet of these brands' models covers almost the whole audience.34

  4. The laptop as a second screen

30.5% of users go online from a laptop and 21.2% from a computer: a desktop lobby is needed, but as a second screen — with the same cashier, bonuses and history as on the phone.32

Local standards

  1. Amounts in the country’s format

Write amounts the way the country reads them: 1.000 lei, 10.000,50 lei. The RON code goes in payment forms, reports and wherever several currencies appear together.23

  2. Number mask and validation

In the sign-up form use the mask +40 7## ### ###; store the number in the international format (+40721234567) and validate it with the expression from the “Mobile numbers” block.2425

  3. SMS, codes and notifications in Romanian

Send SMS, codes and notifications in Romanian: it is the mother tongue of 91.6% of census respondents. In Harghita and Covasna, where Hungarian is the mother tongue of 87.2% and 73.2% of residents, a Hungarian version of the interface and support is worth offering.2627

On ANCOM's measurement map 226 squares have no signal even at the weak level: a round and a bet must not be lost when the connection drops, and the game must bring the player back to the result.29

  3. Light updates

With 14.7 GB of mobile data a month per resident, heavy updates and video over the cellular network get in the way: offer a graphics quality choice and download large packages over Wi-Fi.31

  4. Short sessions on the phone

98.8% of users go online by phone and 77% several times a day: build games for short sessions and one-handed control.32

Devices

  1. Portrait screens from 360 px

    The most common screens are 414 × 896 (9.86%), 384 × 832 (9.2%), 393 × 873 (6.6%) and 360 × 780 (5.89%) CSS pixels: spin and bet buttons must fit a portrait screen from 360 px wide without being covered by notches.34

  2. Recent Android versions

Android 16 gives 24.51% of views, 15 gives 19.07%, 14 gives 15.92%, 13 gives 15.15% and 12 gives 8.72%: the game engine must run steadily in the WebView of these versions, and at least without crashes on Android 11 and 10 (6.88% and 4.49%).34

  3. Mobile Safari

iOS has 26.35% of views: check sound, WebGL and going full screen in mobile Safari, whose limits are stricter than Chrome's.34

  4. Tablets for a minority

18.3% of users go online from a tablet: a game only needs to scale properly in landscape, no separate version is needed.32
