Market overview

Germany

Since 1 July 2026, licensed online slots may accept up to €3 a spin from players aged 21 or over, and up to €5 after 90 days of play without signs of addiction; the cap used to be €1. Legal virtual slot machines made €543 million in gross gaming revenue in 2025 (+11%), while illegal sites took 23% of the online market in 2024 by the regulator’s estimate.

About this GEO

A legal market under one licence

Germany opened online slots and online poker to private operators with the 2021 State Treaty on Gambling (GlüStV 2021), in force since 1 July 2021. The Joint Gambling Authority of the German States (GGL) in Halle was set up the same day; since 1 January 2023 it has licensed and supervised virtual slot machines and online poker. Its official whitelist held 129 operators and intermediaries and 229 permitted gambling sites in September 2026, and it is the list the authority tells players to check for a licence. According to a study commissioned by the GGL, unlicensed offers took 22.97% of players’ online losses in 2024 and licensed ones 77.03%.

Market size

According to the GGL’s 2025 activity report, gross gaming revenue (stakes minus winnings) of the whole legal German gambling market was €14.4 billion, the same as a year earlier, of which €3.5 billion online. The largest items are gaming machines in arcades and restaurants (€4.9 billion) and the lotteries of the German Lotto and Toto Block (€4.2 billion, €1.2 billion of it online); sports betting brought €1.9 billion (€1.2 billion online), land-based casinos €1.5 billion, and virtual slot machines together with online poker €0.6 billion. Gambling taxes and levies came to about €7 billion. 36.4% of adults aged 18–70 had gambled at least once in the previous 12 months, and 2.2% — about 1.25 million people by extrapolation — are potentially affected by a gambling disorder.

Slots: the casino operator’s main product

Gross gaming revenue from virtual slot machines rose by €53 million (+11%) to €543 million in 2025; stakes reached €4.6 billion against €4.3 billion a year earlier, and the average return to player was 88.1%. Websites brought 73% of the revenue (€399 million) and apps 27% (€144 million). Forty operators held a virtual slot licence in 2025, and 37 of them were active with 82 sites. An online casino in the legal sense — virtual table games such as roulette and blackjack — is licensed by the states themselves, and such games made only about €2 million in 2025. The law bans the words “Casino” and “Casinospiele” for virtual slots and their advertising, so licensed slot sites call themselves “Online-Spielothek”.

How Germans pay

According to the Bundesbank, in 2025 more than half of purchases — 55% — were paid without cash for the first time. Cash is still the most frequent method (45% of payments), followed by the debit card (26%, mostly the Girocard) and mobile payments (10%). The share of internet payment services has doubled since 2023 to 6%, and PayPal holds about 86% of it. In gambling, a limit is built into the market itself: at registration a player sets a monthly deposit limit covering all operators at once, as a rule no higher than €1,000. The central supervisory system LUGAS keeps the total, and once the limit is used up further deposits are blocked technically.

What to know before entering

Serving players in Germany requires a German licence: for virtual slots it is issued by the GGL, and each game needs its own approval from the authority. The operator connects to LUGAS, to the nationwide player exclusion system run by the gambling authority of the state of Hesse, and to the supervisor’s Safe-Servers. Stakes on virtual slots are taxed at 5.3%, declared monthly. At the end of 2025, the central files of LUGAS held 5.3 million registered players. The states are to sum up the evaluation of the treaty in a report by the end of 2026, and a new licensing cycle starts in 2027.234569111213161819202122262729

Population

According to the 2022 census, Germany had a population of 82.7 million, with the official figure reaching 83.5 million at the end of 2025 (and 83.3 million by mid-2026). In 2025, the population decreased by 110 000 people, or 0.1%, and dropped by another 0.2% in the first half of 2026 as net immigration no longer offset the natural deficit. Population growth is sustained only in the city-states. The demographic profile is ageing: every second person in Germany is older than 45, and every fifth person is older than 66. For an operator, this represents a mature, high-income market where key audience volume is concentrated in major urban centres.30313233

Currency

Germany's currency, as in the whole euro area, is the euro. Banknotes come in seven denominations — 5, 10, 20, 50, 100, 200 and 500 euro — and coins in eight: 1, 2, 5, 10, 20 and 50 cent, 1 and 2 euro. In Germany the coins are made on behalf of the Federal Ministry of Finance, and the Bundesbank puts banknotes and coins into circulation.34

Mobile numbers

Country code +49. Mobile numbers start with 015, 0160, 0162, 0163 or 017: a 015 national number has 11 digits, the others 10 or 11. The leading zero is dialled only from German networks; in the international format it is dropped — +49 and the number without the zero.36

  • A 017 mobile with a 10-digit number+49 171 2345678

Validating a number

Strip spaces, hyphens and brackets and add a «+»: that is the international format (+49…). A mobile number must match this expression in full:

^\+49(15\d{9}|16[023]\d{7,8}|17\d{8,9})$

What to keep in mind

  • A number's length depends on its range: in 015 it is always 11 digits, in 0160, 0162, 0163 and 017 it can be 10 or 11 — a form field must accept both lengths, never cut a number.36
  • A number can move to another provider, so the first digits do not tell the operator — to an SMS gateway it is simply a German mobile.36
  • Mobile numbers are also given to machine-to-machine devices, so a number from the 015–017 ranges does not always belong to a person.37

Social networks and messengers

In Germany, WhatsApp leads among messengers: 85% of internet users aged 16 and older use it, Telegram 22% and Signal 14%. Among social networks, YouTube is used in a week by 60% of those surveyed, Instagram by 46%, Facebook by 44% and TikTok by 19%. For an operator this means keeping codes, reminders and support in WhatsApp with Telegram as a fallback, and reaching players most easily through YouTube, Instagram and Facebook.4041

Languages and dialects

The main language is German: in 2024, 77% of residents spoke only German at home and another 17% spoke German along with other languages. 15.5 million people spoke mainly or only another language at home — most often Turkish, Russian and Arabic. Germany has four recognised national minorities — Sorbs, Frisians, Danes, Sinti and Roma — and Low German is a regional language.3839

Mobile internet coverage

Mobile internet reaches almost every home in Germany: by the Federal Network Agency's monitoring for June 2026, 4G from at least one operator covers 99.94% of households and 5G 99.7%. By area coverage is lower: 4G covers 97.83% of the territory and 5G 96.16%, while 1.74% of the area has no mobile broadband at all. 97% of residents aged 16–74 use the internet. Prepaid is a minority: 28.3 million of 106.4 million active SIM profiles at the end of 2025.424344

Users' devices

Digital devices are in nearly every German household: according to Destatis data for 2024, 90.8% of households have a smartphone, 79.1% a laptop, 62.1% a tablet, and 40.7% a desktop PC. Among mobile page views from October 2025 to September 2026, Android leads with 62.45%, while iOS reaches a substantial 37.1%. Device vendors are dominated by Apple (37.1%) and Samsung (32.57%), with Chrome (56.87%) and Safari (29.07%) holding the vast majority of mobile browsing.4546

Traffic overview

Brand demand

In the measurement of 2026-10-13, 90 of the 116 brands in Germany’s registry received a search traffic estimate; 97 brands of the registry are confirmed by the GGL whitelist — sites licensed for virtual slots or online casino games. The top five account for 69% of the estimate: Tipico (about 1.9 million), Lotto BW (about 0.87 million), Lotto24 (about 0.75 million), Lotto Hessen (about 0.46 million) and bwin (about 0.31 million). Three of the five are lottery companies that also hold a slot licence, and their estimate includes the lottery traffic of the site; they are followed by Betano, Stargames, Wunderino, Interwetten and Slotmagie. The estimate is calculated from search positions and query volumes: it is neither site traffic nor a number of players.

What players search for

Of 963,900 monthly searches across 25 base queries, the generic “online casino” leads with 301,000, followed by “online casino deutschland” (165,000) and “sportwetten” (110,000). “online casino echtgeld”, “beste online casino”, “casino bonus” and “neue online casinos” get 74,000 each, and no-deposit offers are searched separately: “casino bonus ohne einzahlung” 40,500 and “freispiele ohne einzahlung” 27,100. Demand for sites without the German restrictions is visible: “online casino ohne oasis” (without the exclusion system) is searched 2,900 times a month and “online casino ohne limit” 2,400, against 390 for “legale online casinos” and 40 for “online casino mit lizenz”. Among payment queries, “online casino paysafecard” (2,900) is ahead of “online casino paypal” (2,400); games are less visible in the base set: “online poker” 5,400, “live casino” 2,400, “slots online” 1,600 and “book of ra online” 590.

Review and affiliate sites

Germany’s largest media run casino comparisons. The bild.de/casinos section (18 brands linked in the measurement) is signed as a service of the company WLX, carries affiliate links and compares online “Spielotheken” licensed by the GGL; Sport1 calls its section an advertising-funded comparison portal financed by affiliate partnerships with bookmakers (12 brands linked); RTL’s bonus section marks its links as affiliate links, and Augsburger Allgemeine has two sections with 7 and 4 brands. The same licensed brands recur in these lists: RTL names Novoline, Betano, Wunderino, BingBong, JackpotPiraten, Merkur Slots, Wildz, Löwen Play, Jokerstar and SlotMagie, and Sport1 Slotmagie, Wildz, BingBong, JackpotPiraten, Novoline, Admiralbet, Jokerstar, Stargames and bet365 Slots. Among industry review sites, slotspedia.de links the most brands (24), followed by slotozilla.com (14 on each of two pages), gamblizard.de (13) and casinoonline.de (10). Operators themselves stand next to them in the results for the base queries — the slot pages of merkurbets.de, bwin.de and betway.com.

Influencers and communities

The best-documented creator channel is streams of play on illegal sites, and the regulator treats them as advertising. In April 2026 the GGL said it had imposed a €250,000 penalty payment on the rapper Capital Bra and served it at his club concert in Wiesbaden: according to the authority, he filmed himself playing on illegal sites, showed it in livestreams and videos on his social media channels, permanently ran banners for these sites and operated a comparison site for illegal operators; the authority does not name the brands. The chain: social media and streams → Capital Bra → illegal online casinos → play on air, banners and a comparison site. The GGL also describes the typical mechanics of such integrations: giveaways of money and prizes among viewers who registered through the creator’s link and made a minimum deposit. Open official sources do not name creators who work with licensed operators.

Interest over the last 12 months

Over the last 12 months relative interest in “online casino” grew: an average of 31.5 out of 100 in the first quarter of the window and 42.3 in the last, with the peak in April 2026. Interest in “spielothek” in the same measurement is about twenty times lower — a quarterly average of 1.5 to 2.3, with a peak of 4 in July 2026. The legal slot market grew along with interest: according to the GGL’s report, gross gaming revenue from virtual slots rose in each of the last three quarters of 2025, and since 1 July 2026 operators may raise the stake above €1 — BILD already shows stakes of up to €3 a spin for the first entry of its ranking.12471722232425

Regulation

The regime is licence-based: public gambling in Germany may only be offered with a licence from a German authority, and advertising for unlicensed gambling is prohibited. Online, a licence is possible only for lotteries, sports and horse betting, online casino games, virtual slot machines and online poker; anything not named as licensable is prohibited. Virtual slots, online poker and online betting are licensed and supervised by the GGL, while online casinos with table games are a matter for the states (through their own operator or concessions).

The rules for slots are strict (§ 22a GlüStV 2021): a game must last at least five seconds on average, each new game is started by the player (autoplay is prohibited), jackpots are prohibited, only one slot may be played at a time, stakes and wins are in euros and cents only, and imitations of roulette, blackjack or baccarat dressed as slots are not allowed. By law the stake may not exceed €1 per game; since 1 July 2026, under a GGL decision guideline, an operator may raise it to €3 for players aged 21 or over and to €5 if the player has played for 90 days without signs of addiction, the operator runs special limit monitoring for that player and reports to the supervisor every quarter. The increase is voluntary and for now runs until 31 December 2027. The monthly deposit limit across all operators is €1,000 as a rule, and players in the common exclusion system may not play.

Compliance is checked. In 2025 the GGL carried out 621 supervisory checks of licensed operators and has revoked two licences so far. Against the illegal market, prohibition proceedings grew from 68 in 2022 to 287 in 2025; by the end of 2025, 1,843 illegal websites could no longer be reached from Germany because of prohibitions or network blocks, 178 sites were cut off from common payment services (38 payment providers stopped working with them), and 254 illegal operators had withdrawn their offer for Germany. In 2025 the authority filed 86 new criminal complaints. The Criminal Code punishes organising illegal gambling with up to two years in prison (up to five if commercial or by a gang) and advertising it with up to one year, and taking part is punishable too, but according to the GGL many prosecutors do not yet apply this offence to operators based abroad. In September 2026 the GGL reported a case of the Frankfurt prosecutors in which, according to published information, about €5.86 billion in stakes went through illegal offers between July 2021 and the end of 2023.

What works in promotion

Advertising licensed gambling is allowed, within § 5 GlüStV 2021. Between 6 am and 9 pm there may be no advertising on broadcast or online for virtual slots, online poker and online casino games; in sports venues only umbrella-brand advertising on shirts and boards is allowed; advertising by telephone is prohibited, personally addressed advertising needs the recipient’s consent and a check against the exclusion file, and advertising must not look like editorial content. Slot advertising may not use the word “Casino”, though it is the word players search for: Sport1 openly explains that it writes “Casino” because it is the common term for finding online slots.

The affiliate channel works through major media (Bild, Sport1, RTL, Augsburger Allgemeine) and industry review sites, but with different economics: for online advertising, including affiliate links, no variable remuneration based on revenue, deposits or stakes may be agreed or paid, so the usual revenue share does not fit German slot traffic. In search, only licensed operators may advertise through Google’s ad network in Germany since September 2024, and organic results for generic queries are competitive (difficulty of “online casino” 64 out of 100, “online casino deutschland” 61, “sportwetten” 84), while bonus queries with large volumes are easier: “casino bonus” 10, “freispiele ohne einzahlung” 11, “neue online casinos” 18. Promotion through streamers is risky: the GGL treats a stream of play on an illegal site as advertising and enforces penalty payments; in 2025 it worked specifically on advertising through influencers and social media, and it increasingly acts against the payment providers, affiliate networks, hosting companies and aggregators of illegal operators.13478910111213141516172428

For casino operators

12 recommendations

Mobile internet

  1. A 5G lobby with room for the road

With 5G in 99.7% of households, video previews and live showcases work easily at home. But players also log in on trains and outside towns: start anything heavy on the player's action, load tiles below the first screen on scroll and serve covers as WebP or AVIF.42

  2. A cashier that survives a dropped connection

Deposits and withdrawals must survive a lost connection: form fields that are kept, retries that never charge twice and an operation status that updates once the network is back — instead of an error and a blank screen.

  3. SMS as the fallback channel

2G from at least one operator reaches 100% of households and 99.79% of the area, so an SMS with a code gets through where mobile internet does not: send confirmation codes and important notices by SMS as well.42

  4. A light mode for prepaid players

28.3 million of 106.4 million active SIM profiles are prepaid: for these players every megabyte counts. Offer a light lobby mode with static images and a warning before a heavy game or live table starts.43

  5. Test beyond the cities

Coverage by area is lower than by homes: 4G covers 97.83% of the territory, 5G 96.16%. Test the site on the slow 4G profile and watch real-visitor speed metrics by state and network type, not only the national averages.42

Devices

  1. Full dual-ecosystem support for Android and iOS

Mobile traffic is split between Android (62.45%) and iOS (37.1%): unlike single-OS markets, casino UI, cashier flows, and payments must be designed and tested with equal priority for both Chrome on Android and Safari on the iPhone.46

  2. Device testing lab aligned with vendor shares

The device fleet is led by Apple (37.1%), Samsung (32.57%), and Xiaomi (11.71%), with Google accounting for 5.33%: the mandatory testing suite must include current flagships and base models from these four manufacturers.46

  3. Testing across three primary browsers

Mobile views are distributed among Chrome (56.87%), Safari (29.07%), and Samsung Internet (7.77%), with Firefox taking 2.43%: log-in forms, card validation, and lobby rendering should be tested in all four browsers.46

  4. Layout adaptation for tablets and laptops

According to Destatis, 79.1% of households have a laptop and 62.1% have a tablet: desktop and tablet layouts remain key touchpoints and require a refined lobby grid with convenient navigation rather than stretched mobile components.45

Local standards

  1. Amounts in the country’s format

Write amounts the way the country reads them: 1.000 €, 10.000,50 €. The EUR code goes in payment forms, reports and wherever several currencies appear together.34

  2. Number mask and validation

In the sign-up form use the mask +49 1## ########; store the number in the international format (+4915123456789) and validate it with the expression from the “Mobile numbers” block.36

  3. SMS, codes and notifications in German

Send SMS, codes and notifications in German: 77% of residents speak only German at home and another 17% speak it along with other languages. Translating the interface and support makes sense for Turkish, Russian and Arabic — the most common languages of those who mainly speak another language at home.38

  1. A fast first launch

Show the game screen as early as possible: the starting package holds only what the first spin needs, while bonus rounds, animations and extra languages load in the background. On a train or outside town this decides whether the player waits for the load.42

  2. Back into the round after a drop

The round's outcome lives on the server; after a drop the player returns to the same round with the same result, without reloading the whole game. For play on the move this is the normal case, not an exception.

  3. Live in good quality, with adaptation

With 5G in 99.7% of households a stream can start in good quality, but adaptive bitrate and a quick step down without losing the bet are a must: the network changes minute by minute on the move.42

  4. Small updates

Ship changes so that players download only the files that changed (a version per file, not per build): for prepaid players, downloading the whole game again after a small fix costs their own data.43

Devices

  1. Optimization for primary screen resolutions

    The most common viewport resolutions include 414 × 896 (14.5%), 375 × 812 (8.36%), 390 × 844 (8.23%), and 384 × 832 (6.71%) CSS pixels: game UI and spin controls must fit portrait viewports cleanly without control overlap from screen notches.46

  2. Readiness for the latest Android releases

Users upgrade devices quickly: Android 16.0 accounts for 26.08% of mobile views, 15.0 for 14.07%, 13.0 for 14.04%, and 14.0 for 13.33%: slot animations and graphics engines must maintain flawless compatibility with modern WebView releases.46

  3. Stable rendering in mobile Safari

iOS represents 37.1% of views and Safari holds 29.07% of the browser market: WebGL graphical shaders and audio playback must be verified on Safari’s engine to prevent memory spikes and audio mute glitches.46

  4. Tablet orientation and scaling for games

62.1% of German households own a tablet: games must scale cleanly to landscape mode and high-density screens with crisp texture assets and ergonomic betting controls.45
