About this GEO

A market under SRIJ licences

Until 2015 online gambling was prohibited in Portugal; the RJO regime (Decree-Law 66/2015) has applied since 29 June 2015, and only companies licensed by the Gaming Regulation and Inspection Service (SRIJ) of Turismo de Portugal may run it. On 30 June 2026, 17 companies held 30 licences: 12 for fixed-odds sports betting, 17 for games of chance (jogos de fortuna ou azar) and one for bingo. A games-of-chance licence covers a closed list: slots, French and American roulette, blackjack, baccarat, banca francesa, crash, tournament and non-banked poker, and bingo. Our registry has 60 casino brands: 19 are confirmed by the SRIJ list, and the rest are seen in the country through review sites in the Portuguese search results.

Market size

In the second quarter of 2026 online gambling made 328.2 million euro in gross revenue (stakes minus winnings), 14.4% more than a year earlier: 203.1 million (61.9%) from games of chance and 125.1 million (38.1%) from sports betting. Stakes on games of chance came to 5,694.8 million euro, on sports to 515.6 million. Slots take 81.6% of the stakes on games of chance, followed by banca francesa (5.7%), French roulette (4.4%), blackjack (4.2%), crash (3.0%) and poker (1.1%). In sports betting football brings 69.9% of the turnover, tennis 20.5% and basketball 6.0%; the 2026 World Cup drew 28.3% of the quarter's football bets, the Primeira Liga 8.3%.

Players

On 30 June 2026 operators held 4,914.5 thousand player registrations (one person may be registered with several), 248.4 thousand of them added during the quarter. At least one bet in the quarter was placed by 1,214.1 thousand registrations, 8.4% more than a year earlier; 33.5% of them played only games of chance, 23.3% only sports, and 43.1% both. 76.5% of registrations are under 45, the largest group is 25–34 (32.1%), and 18–24-year-olds make up 36.2% of new registrations. Most players live in the districts of Lisbon (22.1%) and Porto (20.6%); 93.6% of registrations are Portuguese citizens, and almost half of the foreigners (46.1%) are Brazilians.

Taxes

The special online gambling tax (IEJO) replaces corporate income tax and stamp duty. Since the 2020 Budget its rate has been 25% of gross revenue on games of chance and 8% of the amount staked on sports betting (35% of the commission when players bet against each other). In the second quarter of 2026 IEJO brought in 92.1 million euro (+13.4% a year). Of the tax on games of chance 37% goes to the regulator and the rest is shared between Turismo de Portugal, the State, a culture fund and the addiction service (SICAD); of the tax on sports betting 37.5% goes to clubs, athletes, federations and leagues.

Self-exclusion

On 30 June 2026, 413.7 thousand player registrations were self-excluded — 26.8% more than a year earlier and 8.4% of all registrations. In the second quarter of 2026 alone 60.9 thousand registrations self-excluded, while self-exclusion ended for 27.7 thousand.2345

Population

Portugal had 11,424,031 residents on 31 December 2025 — an estimate of the National Statistics Institute (INE); the 2021 census counted 10,343,066. From 2021 to 2025 the population grew by 824,914, mostly thanks to newcomers: foreign nationals now number 1,597,539, or 14.0% of residents. Most people live in the North — 3,790,554 (33.2%), in Greater Lisbon — 2,415,261 (21.1%) and in the Centre — 1,771,259 (15.5%). The population is old: the median age is 45.8, and there are 188.8 older people for every 100 young ones. Growth rests on migration: in 2025 net migration (+70,862) outweighed the natural decrease (−34,053). For an operator that means two large audiences — the North around Porto and Greater Lisbon, which together hold more than half of the country.1213

Currency

Portugal's currency, as in the whole euro area, is the euro. Two series of banknotes circulate: the first has seven denominations — 5, 10, 20, 50, 100, 200 and 500 euro — and the second, the Europa series, six, because the European Central Bank stopped issuing 500-euro notes. Both series circulate side by side; the ECB guards the notes' genuineness, and the national central banks make sure only notes fit for use go back into circulation.14

  • Currency code

EUR is the ISO 4217 code. Use it in payment forms, reports and wherever several currencies appear together.

    • 1500 EUR
  • Non-breaking space

Use non-breaking spaces inside an amount so the sign and the number never end up on different lines on a narrow screen.

What matters in Portugal

  • The € sign goes to the right of the amount after a space, cents are separated by a comma, and decimals are written only when the amount is not whole: «22,56 €» but «25 €».15

Mobile numbers

The country code is +351. Numbers have 9 digits with no leading zero: inside the country the same 9 digits are dialled. Mobile numbers start with 9: the 91, 93 and 96 ranges filled up long ago, and 92 is designated for mobile service — both network and virtual operators. Because numbers move between operators, the first digits do not tell the operator.161718

  • A number from the 92 range+351 921 234 567

Validating a number

Strip spaces, hyphens and brackets and add a «+»: that is the international format (+351…). A mobile number must match this expression in full:

^\+3519[1236]\d{7}$

What to keep in mind

  • There is no leading zero: from abroad one writes +351 and the same 9 digits dialled inside the country — a form field must not demand an extra digit.1718
  • 92 numbers also go to mobile virtual network operators — they are ordinary mobile numbers and must not be rejected.1617
  • A number moves to another operator with the subscriber, so its first digits tell neither the operator nor the type of contract.16

Social networks and messengers

In Portugal messaging matters more than social networks: in a week WhatsApp is used by 79% of the online population surveyed, Facebook by 71%, YouTube by 64%, Instagram by 61%, Messenger by 40% and TikTok by 30%. For an operator this means keeping codes, reminders and support in WhatsApp, while reaching players works best through Facebook, YouTube and Instagram — each with more than half of the audience.21

Languages and dialects

Portugal's official language is Portuguese, the language of the whole country. The only other recognised language is Mirandese, of the Astur-Leonese family: about 4000 people speak it in the municipalities of Miranda do Douro and Vimioso in the Bragança district in the north-east. It has been recognised since 1999 but did not become co-official, and researchers warn that without support it may disappear.1920

Traffic overview

Brand demand

In the 2026-10-13 measurement Portugal's registry has 60 casino brands, 19 of them confirmed by the SRIJ list; 24 received a search traffic estimate. The top five take 85% of the estimate, and all five are licensees: Betclic (about 447k), Solverde (about 248k), Betano (about 188k), Estoril Sol Casinos (about 147k) and Placard (about 84k); next come bwin, Casino Portugal, BacanaPlay, PokerStars and Luckia. Among brand queries «betano casino» leads with 12,100 a month, followed by «solverde casino online» (4,400), «betclic portugal» (3,600), «bwin casino» and «placard.pt online» (1,300 each). The estimate is calculated from search positions and query volumes: it is not site traffic and not a count of players.

What players search for

The 20 base queries add up to 66,210 searches a month. The general «casino online», «casinos online portugal» and «casino online portugal» lead with 14,800 each, followed right away by «roleta online» (9,900): roulette is searched more than any other game; «poker online» gets 1,300, «blackjack online» 720 and «slots online» 260. Bonuses draw moderate interest: «bónus casino» and «bonus sem deposito» 2,400 each, «rodadas gratis» 110; «apostas desportivas» gets 2,900. Legality stands out as a question of its own: «casino legal portugal» is searched 4,400 times a month and «casinos online legais» 320. Payment queries are small: «casino multibanco» 70, «casino mb way» 10.

Review and affiliate sites

Major Portuguese media compare casinos: Observador has three sections in the results — on the best casinos (19 brands by links, 4 queries), new casinos (14) and no-deposit bonuses (10) — Record has sections on casinos and bonuses (12 brands each), and Sapo and JN run articles on bonuses and live casino. Among industry review sites hitcasinobonus.pt links to the most brands (28), followed by online-casinos.com (16), casinoseuropeus.pt (11), zamsino.com (10) and novoscasinos.com.pt (9); the international catalogue znaki.fm links to 141 brands on one page, mostly casinos without a Portuguese licence. Among licensees Luckia is linked from the most sites (4), and Betclic, bwin, Casino Portugal, BacanaPlay, 888, Golden Park, Lebull and Versusbet from three each.

Influencers and communities

In Portugal influencers are discussed above all as a channel of the illegal market. In December 2024 the online gaming and betting operators' association APAJO announced its largest-ever complaint against 17 public figures and influencers, mostly former reality show participants, for advertising unlicensed operators. In March 2026, according to the association, 40% of players were on the illegal market promoted by influencers, and the complaints to prosecutors had led to no penalties. In June 2026 the PS tabled bill 656/XVII: an assessment of the impact of advertising, sponsorship and influencers, a public list of illegal operators, and the power for SRIJ to require platforms to remove, de-index or block their promotion.

Interest over time

Over 12 months relative interest in «casino online» grew: an average of 34.6 out of 100 in the first quarter of the window and 43.6 in the last, with the peak in March 2026. Interest in «slots» shows no clear trend — 31.4 to 27.9 a quarter, with a peak of 57 in February 2026. The market grew along with interest: gross revenue in the second quarter of 2026 was 14.4% above a year earlier, and registrations with play in the quarter were up 8.4%.12381011

Regulation

The regime is licence-based: online gambling and betting are allowed only to SRIJ licensees, and a games-of-chance licence covers only the game types of a closed list. SRIJ fights the illegal market with notices: from 29 June 2015 to 30 June 2026 it sent illegal operators 1,834 demands to stop operating in Portugal (95 in the second quarter of 2026), notified internet providers to block 3,043 sites (113 in the quarter) and referred 77 cases to prosecutors (6 in the quarter). A player, SRIJ warns, risks a fine of 2,500 to 25,000 euro for playing on an illegal site.

The game rules are being updated. In January 2026 the gaming commission of Turismo de Portugal put amendments to the rules for online slots and sports betting out to public consultation: a bonus buy at most twice a session and with explicit confirmation, a bet boost of at most +50% on the base stake, only for stakes up to 10 euro and for no more than four rounds in a row; sports betting gains bet builder and cash out.

What works in promotion

Advertising for licensed gambling is allowed, but under Article 21 of the Advertising Code it must be socially responsible: not aimed at minors or featuring them, with no promise of easy winnings, success or special abilities and no encouragement of excessive play; it may not appear inside schools or within 250 metres in a straight line of schools and other places for minors, be mentioned at events for minors or be linked to loans. The pressure on advertising is rising: an April 2026 petition for a total ban on gambling ads gathered more than 20,000 signatures against the 7,500 needed for a parliamentary debate, and the PS bill proposes assessing the impact of sponsorship and influencers.

The affiliate channel rests on major media (Observador, Record, Sapo, JN) and industry review sites, while working with influencers is risky: APAJO files complaints against those who advertise unlicensed sites. In organic search the general queries are hard («casino online» 65 out of 100, «casino online portugal» 53, «apostas desportivas» 64), but «casinos online portugal» (35) is easier at the same volume, and game and bonus queries are almost open: «roleta online» is at 13 with 9,900 searches a month, «poker online» 20, «bónus casino» 2, «novos casinos online» and «rodadas gratis» 0; the difficulty of the base set, weighted by volume, is 4.2 out of 10.13678910

  3. Numbers on contracts

Prepaid plans are 21.4% of accesses in actual use and fell by 19.1% in a year: most players are on standing plans, so sign-in and verification by phone number suit almost everyone.23

  4. Audience by region

95.5% of residents aged 16–74 on the Setúbal Peninsula and 95.2% in Greater Lisbon use the internet, but 86.0% in the Centre: in ads and onboarding do not assume everyone is equally at home online.25

62.01% of internet users use a laptop and 38.42% a computer: a desktop lobby with a convenient cashier and bet history is needed here as much as the mobile one.26

  3. Test devices by brand shares

Apple (35.69%), Samsung (29.49%) and Xiaomi (13.62%) make up most mobile page views, followed by Oppo (3.75%) and Google (3.7%): a test fleet of these brands covers almost the whole audience.27
