Market overview

Bulgaria

Online casinos in Bulgaria are licensed by the National Revenue Agency (NRA): all 22 confirmed brands of our registry are on its white list. Since May 2024 gambling ads have been banned on TV, radio and online media, and in September 2026 the Finance Ministry proposed a total ad ban, an end to affiliate sites and a rise of the online gambling fee from 20% to 22% by 2028.

About this GEO

A market under the NRA

Gambling in Bulgaria is licensed and supervised by the National Revenue Agency (NRA), which runs a directorate for gambling supervision. According to the NRA in January 2025, more than 300 companies worked in the country, more than 1,100 land-based venues held a valid licence, and 51 licences for online gambling had been issued. The NRA lists licensees' sites on an official white list of 30 addresses; our registry has 27 casino brands, 22 of them confirmed by that list.

Fees on operators

Since 1 January 2024 a licence for lotteries and betting carries a two-part fee: BGN 300,000 once and 20% of the difference between stakes taken and winnings paid; before, operators paid 15% of the stakes. For online gambling the variable part of the fee is also 20%. In September 2026 the Ministry of Finance prepared a bill: 21% from 1 January 2027 and 22% from 1 January 2028, with the increase (1%, then 2%) left to the operator if it gives it to Olympic federations and professional football clubs as sponsorship, advertising and donations; an online licence gets a minimum variable part of at least 100,000 euro a month.

Advertising after 2024

The law parliament passed unanimously on 30 April 2024 (198 votes) banned gambling advertising on radio and television, except the draws of the state «Sports Totalizator», in print and electronic media including websites, and on state and municipal property. Billboards at least 300 metres from schools, kindergartens, playgrounds and places for children are allowed, as are ads at sports facilities and on equipment not meant for minors; every ad carries an addiction warning over 10% of its area. A business consultant interviewed by Europa Liberă put the loss of television and online media from gambling advertising at almost 90 million euro. The law kept slot halls and casinos only in places with more than 10,000 inhabitants — with a three-year transition and exceptions for resorts and places near border crossings.

Player protection

Since the end of 2023 the NRA has kept a register of self-excluded people: 42,000 were on it in January 2025, and about 50,000 had signed up over the register's life. Since 2024 people receiving state social assistance and people with mental illnesses may not gamble.2345789

Population

Bulgaria had 6,423,207 residents on 31 December 2025 — figures of the National Statistical Institute (NSI); the 2021 census counted 6,519,789. The country is urban: 4,745,686 people, or 73.9%, live in towns, and the six cities of more than 100 thousand hold 35.8% of residents. The largest market is the capital: Sofia has 1,303,813 residents (20.3%), followed by the municipalities of Plovdiv (333,994) and Varna (331,260). The population is ageing: the average age is 45.4, people aged 65 and over make up 24.3% and children under 15 make up 13.9%. The number keeps falling: in 2025 the natural decrease (−49,238) was only partly offset by migration (+35,085). For an operator this is a compact market where every fifth resident lives in Sofia.1011

Currency

Since 1 January 2026 Bulgaria's currency has been the euro: the monetary unit is one euro, divided into one hundred cents, and the currency code is EUR. The Bulgarian lev (BGN) moved to the list of historic currencies; money in lev accounts was converted to euro free of charge that same day at 1.95583 leva per euro, and every non-cash payment has been made in euro only since then.1213

  • Thousands

Amounts below 10,000 take no separator. From 10,000 on, groups of thousands are separated with a space.

  • Currency code

EUR is the ISO 4217 code. Use it in payment forms, reports and wherever several currencies appear together.

    • 1500 EUR
  • Non-breaking space

Use non-breaking spaces inside an amount so the sign and the number never end up on different lines on a narrow screen.

What matters in Bulgaria

  • The national bank advises that official texts write the amount as a number followed by the code EUR after a non-breaking space («12 500 EUR»); the € sign is allowed in texts for the general public, catalogues and press releases («30 €»). The bank's own examples separate the thousands even in a four-digit amount («1 550 EUR»), while the standard Bulgarian locale format writes it unseparated («1550,00 €») — pick one way for the whole site.12
  • The word «евро» does not change: «двайсет евро» (twenty euro), and the form «евра» is non-standard. The Institute for Bulgarian Language recommends the abbreviations «е.» (euro), «ц.» (cent), «е.ц.» (euro cent) and «ст.» (stotinka): coins below one euro are called «стотинки» on the Bulgarian side. The word «cent» has no ISO 4217 symbol, but the bank allows «c».1214
  • The national bank exchanges lev banknotes and coins for euro free of charge, in any amount and with no time limit, at the same rate of 1.95583 leva per euro.13

Mobile numbers

The country code is +359, assigned by the International Telecommunication Union. A mobile national significant number has 9 digits; inside the country it is dialled with a 0 in front, 10 digits in all (0888 123 456). Mobile numbers start with 87, 88 and 89, and also with 988, 989, 996 and 999.1516

  • The same number inside the country0888 123 456
  • A mobile from the 988 block0988 123 456

Validating a number

Strip spaces, hyphens and brackets and add a «+»: that is the international format (+359…). A mobile number must match this expression in full:

^\+359(8[7-9]|9[89])\d{7}$

What to keep in mind

  • Store a number in international form — the code 359 and the 9-digit national significant number without the zero; inside the country the same number is written with a leading 0.15
  • A mobile number is kept when the subscriber changes operator, so the first digits do not tell the network: check the number's format, not which operator it belongs to.16
  • Numbers with the code 430 (up to 12 digits) are issued for machine-to-machine communication — they are not a player's phone, and a form field does not accept them.15

Social networks and messengers

In Bulgaria, Facebook is used in a week by 80% of the online population surveyed, YouTube and Viber by 69% each, Messenger by 59%, Instagram by 43% and TikTok by 39%. For an operator this means keeping codes, reminders and support in Viber, which more than two thirds of the audience use — WhatsApp is not among the six most used networks; players are reached most easily through Facebook and YouTube, while Instagram and TikTok add about two fifths of the audience more.19

Mobile internet coverage

Bulgaria's mobile network reaches almost every resident but not every part of the country: by the end of 2025 LTE covered more than 99% of the population and 91% of the territory, 5G 92% of the population and almost 66% of the territory. In 2025 there were 8.451 million mobile internet subscribers, and 37.5% of them were already on 5G. The network is weaker in sparsely populated areas, where 5G coverage stood at 86.79% in 2025 by the European Commission's count, against an EU average of 88.88%.2022

Bottom line

Yes, make it lighter, within reason: 4G reaches almost everyone, but 5G covers almost 66% of the territory and only 37.5% of mobile internet subscribers are on it, so build the site and games for 4G and for dropped connections outside the cities.

Towns and villages

92.8% of Bulgarian households have internet at home (2025), and the gap between town and village is narrowing: 94.9% in towns against 86.2% in villages, 8.7 percentage points against 21.5 in 2016. By region the South-West leads (95.9%), followed by the North-East (92.7%) and the South Central region (92.3%), while the North-West has the fewest connected households, 87.3%.23

Mountains and remote areas

There are places, especially in sparsely populated mountain areas, where coverage is poor with every operator, and in some of them one operator has no signal at all, the press wrote in 2024: during a large fire in the village of Voden in the Yambol region mobile links were so poor that people could not be warned. In 2025 the CRC received 112 reports of missing mobile coverage. Contracts to build about 7,000 km of fibre were signed in June 2025: the state-owned network will reach 140 municipalities and more than 320 settlements and connect at least 700 base stations.202224

5G: reach and capacity

At the end of 2025 Bulgaria had 3.169 million 5G subscriptions, and LTE's share of mobile internet subscribers fell by 9.2 percentage points in a year to 45.5%. In the high-capacity 3.4–3.8 GHz band the European Commission puts 5G coverage at 79.62% (EU average 74.75%), but only 49.1% in sparsely populated areas, and the rollout in this band slowed in 2025. Standalone (SA) base stations make up 6.9% of 5G base stations against an EU average of 20.9%.2022

3G sunset and outages

In October 2026 the CRC pointed to the operators' declared intention to stop services over 3G networks. A1's outage on 29 April 2025 hit only its 2G and 3G services: some subscribers could not make calls or exchange SMS. On 25 April 2025 an incident in Vivacom's network across the country, from 07:00 to 10:12, left 354,760 users struggling to make calls and 28,000 struggling with internet access.2021

Users' devices

In Bulgaria 98.41% of internet users go online from a smartphone; 39.74% use a laptop, 26.53% a computer, 16.06% a tablet and 17.21% a smart TV or other devices (2025 ICT survey, Eurostat). In mobile page views from October 2025 to September 2026 Android holds 76.89% and iOS 22.97%; Samsung (36.31%), Apple (22.97%) and Xiaomi (15.73%) lead among vendors, Chrome (75.34%) and Safari (18.04%) among browsers.2526

Traffic overview

Brand demand

In the 2026-10-13 measurement Bulgaria's registry has 27 casino brands, 22 of them confirmed by the NRA white list; 22 received a search traffic estimate. The top five take 71% of the estimate: Winbet (about 2.48M), Palms Bet (about 743k), Betano (about 612k), Inbet (about 539k) and Efbet (about 477k); next come Alphawin, Toto, Bethub, Elitbet and 8888. The most popular brand names are searched more than general queries: «palms bet» 823,000 times a month, «ever bet» 165,000, «magic bet» 90,500, «8888 bg вход» 33,100, «8888 казино» 14,800, «winbet casino» and «winbet казино» 12,100 each. The estimate is calculated from search positions and query volumes: it is not site traffic and not a count of players.

What players search for

The 19 base queries add up to 181,600 searches a month. «онлайн казино» and «онлайн казина» lead with 49,500 each, followed by «казино онлайн» (22,200), «online casino» and «казино игри» (18,100 each). Bonuses are searched above all without a deposit: «бонус без депозит» 12,100, «казино бонус» 1,300, «безплатни завъртания» 210. Slots are searched as «слот игри» (6,600) and with the local word «ротативки» (1,600); among other games — «рулетка онлайн» and «блекджек» (320 each), «покер онлайн» (260), «лайв казино» (20). «нови онлайн казина» gets 880 searches, «спортни залози» 390 and «лицензирани онлайн казина» 30; the payment query «казино epay» and fast withdrawals have no volume in the measurement.

Review and affiliate sites

betenemy.bg links to the most brands — 24 on its casino games page; bookmaker-ratings.bg has three sections in the results — top casinos (18 brands), no-deposit bonuses (17) and free spins (12); next come casinoslots.bg (16), the Bulgarian page of slotozilla.com (14), betindex.net (12) and winlab.bg (11). Next to them the results show foreign casino sites in Russian and English — winning.io and uniclub.lt (4–5 queries each) — and the free games of pogo.com and msn.com. The affiliate channel is under threat: the Finance Ministry's September 2026 bill ends the activity of affiliate operators together with a total ad ban.

Influencers and communities

After the 2024 ban gambling advertising left broadcasting and online media, but, as Radio Free Europe summarised it, the law left it billboards, social networks and sports facilities. It is the presence of gambling brands on social networks, video platforms, sports content and mobile apps that the Finance Ministry named in September 2026 as the reason for the new bill: this way gambling becomes part of everyday digital life.

Interest over time

Over 12 months relative interest in «онлайн казино» grew almost fourfold: an average of 16.8 out of 100 in the first quarter of the window and 61.5 in the last, with the peak in March 2026. Interest in «ротативки» in the same measurement is far lower but also growing — from 8 to 10 on average a quarter, with a peak of 16 in March 2026.1249

iGaming features in this GEO

Regulation

The regime is licence-based: online gambling is run only by NRA licensees whose sites are on the white list. Against illegal sites the NRA acts by decisions of its director: a site gets three days to stop, and if it stays reachable and takes bets from Bulgaria, the NRA goes to court, and the court orders internet providers to cut access to the site and its subdomains. In 2024 the NRA stopped about 2,500 illegal sites; together with other European regulators the agency compiled a list of 10,000 illegal operators and checks each one. The Finance Ministry's September 2026 bill adds that a foreign company may run online betting only through a registered place of business in Bulgaria.

What works in promotion

Since May 2024 gambling advertising has been banned on radio and television, in print and electronic media including websites; what remains is billboards at least 300 metres from places for children, sports facilities and equipment and, as Radio Free Europe summarised it, social networks — every ad with an addiction warning over 10% of its area. Ads at sports facilities and on club equipment remain, and the Finance Ministry's bill even ties part of the future fee increase to sports sponsorship. Yet the same bill proposes a total ban on advertising gambling, operators and their marks and an end to affiliate operators, so the affiliate and advertising channels are worth planning with an eye on its fate.

Organic search is almost open: in the measurement the main queries score 0 out of 100 for difficulty («онлайн казино», «онлайн казина», «казино онлайн», «казино игри», «слот игри», «бонус без депозит»), «online casino» 1, «ротативки» 22, «покер онлайн» 44 and «спортни залози» 30; the difficulty of the base set, weighted by volume, is 0.1 out of 10. Demand, meanwhile, is concentrated on brands: «palms bet» is searched almost 17 times as often as «онлайн казино».134679

What to take into account in Bulgaria: the conclusions of the mobile internet, devices and local standards blocks, gathered for each side of the market. Recommendations for partners will follow the analysis of the country’s casinos.

For casino operators

12 recommendations

Mobile internet

  1. A lobby built for 4G

Only 37.5% of mobile internet subscribers are on 5G and 45.5% on LTE, so the home page, lobby and cashier must open within seconds on 4G: compressed covers (WebP or AVIF), tiles below the first screen loaded on scroll, tile videos off by default, anything heavy only on the player's action.20

  2. Home internet is often mobile too

23.3% of fixed internet subscribers connect through a mobile network, and their number grew by close to 20% in a year: for many players home Wi-Fi actually runs over 4G or 5G. Do not take Wi-Fi as a sign of a fast link — match image and video quality to the download speed actually measured.20

  3. A cashier that survives an outage

On 25 April 2025 an incident in Vivacom's network across the country left 12.67% of its users struggling to make calls and 1% struggling with internet access between 07:00 and 10:12. Deposits and withdrawals must survive hours like these: filled-in fields are kept, a retry never charges twice (an idempotency key), and the operation's status updates once the connection is back instead of an error and a blank screen.20

  4. Codes that do not rely on 3G

In October 2026 the CRC noted the operators' declared intention to stop services over 3G networks, and A1's outage on 29 April 2025 cut calls and SMS for some subscribers on its 2G and 3G networks only. Duplicate confirmation codes in the app or by e-mail, do not build verification on a voice call, and test sign-up on old phones that cannot call over 4G.2021

  5. Metrics by region

Test the site on the slow 4G profile in the developer tools, not on office Wi-Fi, and read real-visitor metrics region by region: 95.9% of households in the South-West have home internet against only 87.3% in the North-West and 86.2% in villages, and a national average would hide the bottlenecks.23

Devices

  1. Android and Chrome first

Android holds 76.89% of mobile page views and Chrome 75.34%: design and test sign-up, cashier and lobby first of all on an Android smartphone in Chrome, then in Samsung Internet (5.01%).26

  2. iPhone — one view in five

iOS accounts for 22.97% of views and Safari for 18.04%: payments, document upload and notifications must work just as well in mobile Safari.26

  3. Test devices by brand shares

Samsung (36.31%), Apple (22.97%), Xiaomi (15.73%), Motorola (5.82%) and Huawei (4.47%) make up most mobile page views: a test fleet of these brands covers almost the whole audience.26

  4. The laptop as a second screen

39.74% of internet users use a laptop and 26.53% a computer: a desktop lobby is needed, but as a second screen — with the same cashier, bonuses and history as on the phone.25

Local standards

  1. Amounts in the country’s format

Write amounts the way the country reads them: 1000 €, 10 000,50 €. The EUR code goes in payment forms, reports and wherever several currencies appear together.1213

  2. Number mask and validation

In the sign-up form use the mask +359 ### ### ###; store the number in the international format (+359888123456) and validate it with the expression from the “Mobile numbers” block.1516

  3. SMS, codes and notifications in Bulgarian

Send SMS, codes and notifications in Bulgarian: it is the mother tongue of 85.3% of census respondents. In the Kardzhali and Razgrad provinces, where more people named Turkish their mother tongue than Bulgarian (83,293 against 39,062 and 51,560 against 39,653), a Turkish version of the interface and support is worth offering.17

For game providers

9 recommendations

Mobile internet

  1. A small starter package

Show the game screen as early as possible: the starter package holds only what the first spin needs, while bonus rounds, animations and languages load in the background. 5G covers almost 66% of the territory, so on the road and outside the cities a game must start fast on 4G.20

  2. Assets matched to the network

Detect connection quality in the client: full textures and sound on a fast network, lighter ones on a slow one. The high-capacity 3.4–3.8 GHz 5G band covers 79.62% nationwide but only 49.1% of sparsely populated areas, and its rollout slowed in 2025, so the light version should be the default.22

  3. Back into the round after a drop

Keep the round's outcome on the server so that after a drop the player returns to the same round with the same result, without reloading the game. LTE covers 91% of the territory, and in 2025 the CRC received 112 reports of missing mobile coverage, so plan for lost signal on the road and in the countryside.20

  4. Live streams on adaptive bitrate

Start a stream at a modest quality and raise it when the network allows, step down without losing the bet and show a connection indicator. There are places, especially in sparsely populated mountain areas, where coverage is poor with every operator, the press wrote in 2024, so a live table must not break at the first dip in signal.24

  5. Updates with changed files only

Ship changes so that players download only the files that changed: a version per file, not per build. In 2025 there were 8.451 million mobile internet subscribers, 1.217 million of them using it on its own through data cards or modems: expect updates to arrive over the mobile network.20

Devices

  1. Portrait screens from 360 px

    The most common screens are 384 × 832 (9.35%), 414 × 896 (9.27%), 393 × 873 (8.28%) and 360 × 780 (6.06%) CSS pixels: spin and bet buttons must fit a portrait screen from 360 px wide without being covered by notches.26

  2. Recent Android versions

Android 16 gives 25.04% of views, 15 gives 20.04%, 14 gives 16.86%, 13 gives 13.91% and 12 gives 8.11%: the game engine must run steadily in their WebView, and at least without crashes on Android 11 and 10 (5.92% and 5.25%).26

  3. Mobile Safari

iOS has 22.97% of views: check sound, WebGL and full-screen mode in mobile Safari, whose limits are stricter than Chrome's.26

  4. Tablets for a minority

16.06% of users go online from a tablet: a game only needs to scale properly in landscape, no separate version is needed.25
